Runescape Dragon slayer quest...?

I am lvl 45 w/ 41 attack, 35 strength, and 33 defense. I have a rune scimmy and addy armour. Am I too low of a level to complete the dragon slayer quest? And if I am, what lvl would you suggest me trying it at?
