What programme can I use to make this kind of shirt art?

Illustrator is definitely better suited for that type of design, or any vector based drawing program for that matter. It would be difficult if not impossible to do most of those images in Photoshop. The ones you could design would take a lot of time, and would most likely be very complex, not to mention the huge file size it would require.
