Is it possible to only be "half-downs-syndrone?"?

this guy i work with looks like he has downs syndrome. i am not an expert by any means, but he fits the description. he's not stupid as far as books go, but he says a lot of really stupid things. oh, and he has a stuttering lisp too top it off.
